Staff profile

Gül Kiratlı is an experienced legal and communications professional, currently serving as the Communications Counsellor at the Permanent Mission of Türkiye to the United Nations in New York. She worked as an attorney for the Presidency of the Republic of Türkiye, representing the country in international investment arbitration cases, handling legal responsibilities in international dispute resolution, and attending key arbitration hearings and conferences. 

Gül earned a Bachelor of Laws from Ankara University’s Faculty of Law. She holds a Master of Law in Administrative Law from Ankara Hacı Bayram Veli University, where her dissertation focused on “Regulation, Inspection of Renewable Energy Resources and Renewable Energy Policies.” Additionally, she completed LLM in International and Commercial Dispute Resolution from the University of Westminster, where her dissertation examined “Disputes Arising from the Violation of Protection Provisions in Traditional BITs and Possible Impacts of Climate Change Provisions in Model BITs.” 

Gül is a member of the Ankara Bar Association and published the book Concepts, Regulations and Current Developments in Arbitration. She is proficient in English and Turkish and has intermediate proficiency in Russian.

Current Research

Gül's research proposal, titled "Legal Consequences of Disinformation," aims to explore the impact of disinformation on society, particularly focusing on its legal implications in Türkiye, the UK, and the USA.  This research seeks to examine how different legal frameworks in these countries are dealing with the challenges of disinformation and misinformation while balancing the protection of free speech. By analyzing legal systems, evaluating resilience factors, and assessing correction mechanisms, the study aims to provide policy recommendations that support free speech while mitigating the harms of disinformation. The research utilizes a qualitative approach to deeply analyze the complexities of legal responses to false information, contributing to the broader conversation on maintaining democratic integrity in the face of digital misinformation.
